Michael T. Madden, executive deputy, Marine Corps Logistics Command, was honored by the Senior Executive Association during a Distinguished Rank Awards Banquet held at the State Department Diplomatic Reception Rooms in Washington D.C., April 25.
Madden received the Presidential Rank Award of Distinguished Executive for his innovative changes to business processes within MCLC.
The award is the highest honor for career Senior Executive Service members. Madden will also receive a framed certificate signed by President Barack Obama in the coming months.
These innovations led to cost savings/avoidance in initiatives such as the Naval Logistics Integration, Enterprise Distribution Management and the Marine Corps Maintenance Depot Consolidation.
Madden also contributed significantly to the combined star federal executives who, with other SEA members, saved the government more than $94 billion.
The Presidential Rank Award program is designed to recognize the top 1 percent Senior Executive Service members and Senior Career Employees in the Department of Defense, according to a SEA press release.
Recipients of these awards excel significantly in their respective fields as leaders, professionals or scientists who achieve excellence in public service, according to the Senior Executives Association’s website.
Madden has operated as the executive deputy of MCLC since 2005, providing knowledge and guidance to five different commanding generals.
“Mr. Madden provides leadership, supervision and operational-level logistics support for the Marine Corps,” Maj. Gen. Charles L. Hudson, commanding general, MCLC, said.
According to Hudson, Madden’s professional acumen and understanding of the logistics environment allow for MCLC to be successful operationally.
For example, Hudson said, Madden was responsible for the reorganization and consolidation of Marine Depot Maintenance Command and post-Operation Enduring freedom logistics reset.
“He’s a true expert of the business end of Marine Corps Logistics Command, as well as the Navy Working Capital Fund, military and civilian human resources, equal opportunity, wholesale supply, maintenance and distribution,” Hudson said.
In addition to managing the business and inner workings of MCLC, Madden also provides mentorship to GS-15 ranked Civilian-Marines and colonels within the organization.
“(Madden) is a team builder, strategic thinker and visionary,” Hudson said. “He certainly makes things happen.”
When asked about the award, Madden said, “I am honored by this recognition. My time in the Marine Corps has been highly rewarding, based both on the importance of our mission and the people I get to work with throughout the MCLC enterprise.
“I learned a long time ago that everything I do is accomplished through people,” he added. “We are most fortunate to have great people who are professional in all that they do, are dedicated to the Marines they serve and operate well as a team. I wish to thank Major General Hudson for nominating me and for allowing me to be a significant partner in his command.”
